Dear Escondido,

 

Working families in our community are struggling to get by. The cost of housing is creating an affordability crisis, our roads are in desperate need of repair, and our parks require upgrades. Homelessness and violent crime continue to impact our neighborhoods.

Together, we can build a more responsive local government that meets the needs of every resident in our district.

 

I served our country in the United States Marine Corps and was deployed to Iraq. I continue to work to support our men and women in uniform in an information security role at U.S. Naval Computer and Telecommunications Station San Diego.

 

I believe in service to country and community and want to take my experience and put it to work on behalf of the working men and women of Escondido.

I am committed to ensuring that every resident has access to a clean, safe, and affordable place to live.

 

My wife and I are raising our two daughters in Escondido. My mission is to leave our community better for them than we found it. I hope to earn your vote.

ABOUT TANNER

Tanner Horsley grew up in Grosse Pointe Farms, Michigan. In 2006, he enlisted in the United States Marine Corps, during which time he deployed to Iraq and was eventually stationed at Miramar Air Base. While serving, he met his wife in Escondido and knew he would one day call the city home.

 

Following his military service, he worked full-time at Qualcomm while pursuing a degree in Information Technology and Business Management. After earning his bachelor’s degree, he secured an account manager position as a civilian in information security for the Department of Defense.

 

Beyond tech, he is a proud Escondido resident driven by a desire to improve the city that has given his family so much. He is a firm believer in the power of resilience—whether he’s solving complex security puzzles or advocating for local growth.

Tanner and his wife Jessica have two daughters who attend local public schools here in District 1.

ABOUT DISTRICT 1

Escondido elects members of the City Council "by-district" meaning the city is divided into four separate districts with each district directly electing their representative on the council. A map of District 1 is below:

AFFORDABILITY

Escondido’s working families deserve an affordable city where the cost of living doesn’t force tough choices. As your councilmember, I will support smart growth that keeps housing options accessible. We can’t keep driving the cost of housing up by refusing to build any new units. I will support market-rate housing projects in Escondido. I also support programs like Pre-Approved Accessory Dwelling Units that allow homeowners to utilize their existing property to build new units for family or to rent out. Across the board, city policy must seek to create new opportunities for families to afford to live in Escondido and eventually buy a home

ROADS

Our roads should serve the community effectively and reliably. I commute from my home in Escondido to work at NAS North Island in Coronado. I personally understand the importance of traffic reduction and making streets safer and more efficient for daily use. I believe in prioritizing maintenance and upgrades that reduce congestion and improves access for all users. Through responsible planning and community input, we can invest infrastructure dollars in a way that improves quality of life.

LIVABILITY

Every Escondido resident deserves access to a clean, safe, and affordable living environment. We cannot allow landlords to allow their properties to fall into squalor while tenants are charged more and more in rent. I will prioritize code enforcement for existing housing to make sure that landlords are holding up their side of their rental contracts and providing adequate standards of living for their tenants.

PARKS

Parks are essential to Escondido’s quality of life and community connection. I am passionate about keeping our parks clean, accessible, and enjoyable for every resident. My daughters and I frequently use the local parks in our district and I am encouraged by projects like the new playground structures at Washington Park and the Escondido Creek Trail improvements. On the City Council, I will continue to push for park upgrades, including shade structures, that create more usable public space for families in Escondido.

SAFETY

I am committed to fostering an environment where residents feel protected, families can thrive without fear, and our city remains a welcoming place for everyone. That begins with providing compensation and benefits for our first responders that allows Escondido to be competitive in the region for recruiting and retaining high quality public safety professionals. It also means taking a sensible approach to homelessness—offering services and support to Escondidans who need them, while also working to keep Escondido from becoming a place where surrounding cities send their residents experiencing homelessness.
